Thank you for your question about removing tap handles to replace a washer.
This style of tap will usually have a concealed lock nut just under the tap handle. You'll need the spanner tool that comes with this Kinetic Spout And Handle Repair Kit.

Hello @rob88 that tap handle looks familiar, I fully suspect the retaining nut (or screw) is actually hidden under the handle's end cap which you will need to pry off (finger nails are usually sufficient), screws can be more difficult if corrosion is present OR the screw head is damaged, penetration oil (CRC, WD40, RP7) might help somewhat.
Once the tap spindle is exposed the O rings are replaced in the conventional fashion.
