The water keeps running in the toilet bowl. It stops when the lever on this circled part is pushed, but the running water keeps re-occuring. Initially I sprayed silicon spray on the hinge and that worked for a while, but now the problem keeps happening. How can i fix this or replace the relevent part?

If you've determined that filling valve is the culprit. I suggest removing the front section of the filling valve and replacing the headseal. I've placed a sample image below to give you an idea of how it can be done. To make sure you get the correct washer, I suggest bringing it to the store and comparing it with the replacement piece. I usually recommend the FIX-A-LOO Inlet Valve Headseal Washer or the Kinetic Inlet Valve Headseal.
