It's the new shower. I think they try to fill with grout then apply silicone.

If it is possible to change the tile for one that covers the area more thoroughly, then I suggest changing it so that it has better coverage. But if it is not possible, I propose cutting a tile piece that can cover the bottom section properly. I don't recommend using grout as a filler as it is not designed to work in that manner. Once you've placed the repair piece in position you can then grout the bottom piece normally and fill the gap between the tile and shower mixer with silicone. If your shower cover flange is big enough it should hide the repair piece and not be noticeable.
