How to fix garage ceiling peeling off?

We build our house in 1996 and we wanted to paint the ceiling of the garage. When we ran the roller, the original paint just came off like shown in the photo.

1. What is the reason for this?

2. How do we fix it?

Inside the house, we have painted many times and we did not experience above.

It's tough to say with 100% certainty, but I'd say they didn't use primer on your garage ceiling, so when you went to repaint, the new, wet paint stuck to the old paint stronger than the old paint stuck to the plasterboard, which caused it to pull the old paint away from the ceiling. I suspect this because I can see the powdery plaster beneath the paint, which you wouldn't see if there were a primer present.

Unfortunately, the lack of primer beneath the old paint cannot be overcome without removing it. To fix this, unfortunately, you're going to have to remove the old paint, prime the plasterboard and then paint the ceiling.

Removing the old paint can be done with a tool like this UNi-PRO 100mm Heavy Duty Wall Stripper or a 100mm Sharp Edge Paint Scraper.

Once the old paint has been removed, you can follow the instructions in How To Paint a Ceiling for some guidance, noting that you will need to apply a primer before painting.
