Unfortunately, once the wall covering coating starts to peel, it can be quite difficult to repair just the affected section and have it look neat or last long term.
The most straightforward solution is often to remove the peeling coating entirely, then prime and paint the underlying material. This gives you a fresh and uniform surface.
Alternatively, you could cut a sheet of CUSTOMwood 2400 x 1200 x 3mm Backing Board White Standard E0 MDF to size and glue it directly over the existing panel for a clean, quick fix. If you're after more of a decorative look, you might even consider using VJ panelling for a stylish upgrade.

My first question before any repair is always what caused the damage and whats required to fix that before the repair?
Once established, then that 2nd solution @MitchellMc suggested using the 3mm backing board is exactly the same method I used on a mates caravan cupboard after there was a small fire from a faulty GPO wiring connection inside.
I basically cut the panel to the same size as the back wall, with a hole for the cables to run to the GPO, and used liquid nails to secure it. I applied a white silicone gap filler around the edges to conceal minor gaps between the new panel and the side walls. Being only 3mm thick, the new panel had no impact on the space and the finish result was like it never happened.
An even easier possible solution is to use a high-quality vinyl contact over the entire rear panel.

I would also look at why it's peeling, this could be due to moisture and you may have a leak somewhere. Sorry to be a Negative Nancy but that ply underneath looks blackened and indicative of water damage and usually the cause of the poly coating separating.
