Hi- I am wanting to build a raised garden bed (with sleepers) along the length of the fence- about 11 metres in total. However, the difference between the top end (near the sheds) and the bottom end- further past the rocks (which will be moved!) is about 15 cm. How do I build a level garden bed with sleepers, or is it better to terrace?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about building a raised garden bed.
I recommend having a quick look at this guide - How to build a raised garden bed by @Adam_W. I also suggest looking at this discussion - Raised Garden bed retaining wall for slope by @asharkey. It's an excellent example of a garden bed that has been levelled. If you really want the bed to be level, you would need to cut into the soil. The other option is the one you suggested and that is to build in a terrace formation. You may end up using more sleepers, but it will save you a fair bit of digging.
