How do I install sleepers against fence to build retaining wall and garden bed like this photo?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about building a retaining wall/garden.
My best advice is to build the raised garden independently of the fence. In this manner it will not affect the structure or stability of your fence. I recommend looking at this guide to give you an idea of how to build a retaining wall - How To Build Retaining Wall. I also suggest having a look at this guide on how to build a raised garden bed - How to build a raised garden bed by @Adam_W. Just keep in mind that if your garden bed needs to go taller make sure that it has enough support to prevent the timber sleepers from bowing.
The general steps will be to prepare the ground and measuring where the support posts will be for the sleepers. The posts will then be placed into the ground and concreted in place. The sleepers will then be installed to the posts and then your garden bed filled in.
