How to re-bag retaining wall

This brick retaining wall was bagged a few years ago. Over time, the render has gone flaky and started peeling off in places. I want to re-bag the wall. I've used a paint scraper to scrape off as much of the flaking as I can, but is there anything else I need to do to prep the wall? 

 

Once it's prepped, any recommendations on the right mix for the bagging coat?

If there are sections your scraper can't reach, I suggest using a UNi-PRO Heavy Duty Rust And Paint Removal Brush to reach those low sections in the wall that the scraper can't reach. I propose washing the wall with 30 Seconds 5L Outdoor Cleaner Concentrate in combination with Oates Long Handle Deck Scrub Brush to thoroughly clean the surface of mould, mildew and debris. Once the wall is totally dry, I suggest patching the surface in case there are any holes or crumbling sections that need to be shored up.

 

In regards to the mix, I propose looking at this discussion - How to bag interior brick wall? by @kandafino. They mentioned using Dunlop 20kg Fine Coat Render and mixing it down to a fine toothpaste consistency.
