Hi, looking for some advice on how to remove the tree stumps as cost effective as possible and to level the soil? The main goal is having a levelled ground to lay it with pebbles.

The stumps I can see don't look too large, meaning manual removal through digging is likely the best option. Although labour-intensive, this method is cost-effective.
Using a combination of a mattock to break up the soil, a post hole shovel to remove the soil and a pruning saw to cut through the roots, you should be able to dig down and pull out the stump over the course of an afternoon. It was a lot of work, but I've removed 4 stumps that were much larger than this over the course of a weekend.
Once the stump is out, you can backfill the hole with some drainage gravel, compact it with a tamper and then smooth the soil over with a garden rake or soil spreader.
