I recently purchased and installed this kitchen mixer tap: Estilo WELS 5 Star 6L/min 25mm Chrome PVC Vege Spray Sink Mixer - Bunnings Australia
I tested it's flow and it took about 13 seconds to fill a 1L jug, or roughly 4.6L/min, with or without the aerator on the end. Is there a way to increase its flow?

Were you getting better pressure with the previous tap? Or did you change the tap because you were getting poor pressure before?
If you were getting better pressure before, then there could be a blockage in the tap. I would suggest removing it by reversing the steps you took to install it, flushing out the tap and hoses to ensure there are no blockages and then inspecting the washers to ensure they are seated correctly and not blocking the flow of water.
If you weren't getting better pressure before, unfortunately, the 6L/min flow rating is a restriction placed on the tap to reduce overuse of water, so if you're not hitting that flow rate due to low pressure, then the issue is not with the tap; it is with your plumbing.
If this is the case, then unfortunately, you will have to speak with a plumber to discuss your options for increasing the water pressure in your home.
