Can someone please tell me if I can clean the bottom filter if my tap. It's a wels 5 star mixer tap

Looking at the bottom of the tap, it seems there’s a silicone section around the jet nozzles. From the photos, the build-up looks like it could be mould or grime that’s crept in underneath that silicone. If that’s the case, it may not be possible to physically get in and clean it out fully.
What you can try is soaking the tap head in a cleaning solution. A mild bleach mix or a bathroom mould cleaner might help disinfect and kill any mould, but do be cautious as some plastics and rubber parts can react to strong chemicals. If you go this route, rinse thoroughly afterwards.
Realistically, removing the mould completely from under that silicone may not be possible. The goal here is could be disinfecting the head so it stays hygienic, even if you can’t make it look spotless.

We had plumbers doing work outside and water was all brown. Would dirt if got inside of this bit and of so can I clean that at all
Is the water still running brown, or has the water flow/pressure been reduced @tam2142? If so, there could be some blockage. You might be able to undo some of the front section, either the central filter area or the front face, to gain access to the internal mechanism. Though if the flow hasn't been reduced, then I'd say you are fine to just give it a general clean.

No water had cleared and was clean. I removed the head the water was fine but replaced the head and no hot water and very slow. I replaced the head with a new one and ive got good flow and hot water
Think its just clogged and you can't clean it out
