How to ensure water doesn't pool on window frame?
Window Frame level is not above to Stone Bench level
Fixed Window Frame is 3mm below Stone benchtop (Kitchen)
Sliding Window frame is 20mm above stone benchtop (Pantry)
Should I ask to add a stone layer to make a sill to avoid water staying on this fixed window frame as its 3mm down.
I have sink with tap in both windows.

Thank you for your question.
Ideally, the window frames will not sit below the height of the benchtops as they will be a low spot where water can accumulate.
A sill would certainly raise the level of the window frame; however, it might not be entirely possible with the layout of the kitchen bench.
I would suggest speaking with your builder for their recommended solution as they will have the full scope of the project that they can base their decision on.
