There's a window handle meant to be there, but it's completely missing. I was wondering if I had to call someone to fix it for me, or if I could just DIY it.
The window has also been bolted shut, so do I just need to unscrew the bolts?

I'm going to need to see a bit more of the window in order to assist with that one. Can I trouble you for some further photos showing how the window is bolted shut and the broader window?
It might just be a simple case of unbolting it and installing a window winder, but it is hard to tell from your photo.

I can't really see it in the photo. Do you not have access to the property right now?
Usually, with this type of window, there is a flyscreen on the inside, and a window winder passes through the frame of the flyscreen and attaches to the outer glass window. When wound, the outer glass window opens.
In your first photo, you can see the slot and the screw holes where a window winder was previously attached, so I'd say it is possible, but I can't tell where the bolts you have mentioned are from your photos.
Are there screw holes in the horizontal piece at the bottom of the inside flyscreen frame? If there is, it's a very good indication that there was once a winder there.
To install a window winder, you would need to be able to remove the flyscreen at least temporarily so you can slip the chain through it and screw the winder to the outside frame.
Check out How To Install Awning Window Winders for an example. Assuming the window is as I described, the process is the same; you just have to slip the chain through the cutout in the flyscreen.
