Hi, as per manual there are two fixing rubber and fixing washer but in actual product it seems there is only one rubber washer. Can you please help if it is like only fixing washer ? Also there is grey key kind . What's it use?

I assume you checked before installation, but I thought I'd ask just in case. Is there a chance it is underneath the cover plate on the top side of the sink? Or perhaps it has fallen off in the box?
The washers' main purpose is to prevent the fixing nut from getting damaged or sticking to the underside of the sink. I can't imagine you would have any real issues if you were to just tighten it up without the second washer.
Ultimately, if it is not there and it is shown in the instructions, you would be entitled to a replacement. If you'd like this, you'll have to disconnect the tap and return to the store of purchase with your receipt to have it swapped with another tap. Make sure to check that both washers are there.
