The o rings seem to be tight enough and not worn.

First, just confirm that the water is definitely leaking from this joint where the spout meets the body @fraser, and not actually leaking from the tip of the spout, which would be the tap washers.
On this style of tap, the sealing is done by the O-rings on the spout. Even if they look fine and feel tight, they can still be slightly worn, flattened or hardened and no longer seal properly. The first and easiest step is to replace the O-rings with new ones of the same size, lightly lubricate them with a tap silicone grease, refit the spout and test.
There is also typically a small grub screw underneath or at the rear of the spout. This screw doesn’t provide the seal, but it clamps the spout in position and stops it from moving or lifting under water pressure. If that screw is loose or the spout has a bit of play, it can allow water to escape past the O-rings. Make sure the grub screw is present and snug once the spout is refitted.
If new O-rings don’t fix the leak and the grub screw is secure, the internal bore of the spout may be worn or damaged. At that point, replacing the spout assembly is usually the most reliable solution.
