hHi, We have this air vent at our place which we want to close it. In storm and during strong winds it gets very disturbing so decided to close it. There are 2 vents and we are looking for something permanent solution, size of the vent is 1675mm x 260mm

Before you make any plans on covering the air vents, it's important to take into consideration why the vents were placed in that location. It's possible that the vents are there to promote air movement around the entire area. Covering this up could lead to air circulation problems, moisture and condensation issues plus mould and mildew infestation. It is difficult to predict in the long run what the consequences might be if this vent is closed. I only mention it as it seems to be quite extensive and large.
This room appears to be an office of sorts looking at the materials used for the ceiling area. I propose speaking to the buildings maintenance manager and asking them if it would be safe to close or block this vent. If they agree to have this vent closed, it's possible to build a timber frame around it and cover it with standard plasterboard. Another option is to get a professional aluminium framer and have it closed off with glass and aluminium.

That's looks like a office and from the view through the window it's part of a commercial building.
Closing off those vents is a building modification so you should contact the building facilities manager rather then the maintenance manager because it's not a maintenance job. Also... that box in the corner looks very sus and I'll leave it at that.

Third one for contacting your building manager as they are very large vents and seem to be designed to function as vents. Blocking them will potentially cause a range of issues.
If it rattles in strong winds my first port of call would be the building manager as well.
