Hello @idle21
Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about painting your TV unit.
The general steps are fairly straightforward, first the surface is cleaned with sugar soap to remove any oil or grease that may have settled on the surface. If the surface has deep scratches or imperfections multipurpose filler is used on the surface to cover these errors. Once the filler cures the body and surface of the cabinet is sanded down thoroughly. Since you are painting it with a coloured paint there is no need to go back all the way to timber. However, the surface must be sanded very well so that the primer will bind to its surface.
Once the surface has been sanded thoroughly, it's time to clean off the sanding dust with a clean rag and a vacuum cleaner with it soft brush head attachment. When the cabinet is totally clean the primer and paint are then applied to it. My best advice is to give each coat enough time to cure properly before you apply the next one.

In regards to paint materials, I suggest looking at the Dulux 1Step Prep Primer, Sealer & Undercoat 1L and for the top coat the Dulux 1L Aquanamel Semi Gloss White Enamel Paint. I understand you wish to have a matt finish, but the Aquanamel is designed to be used on doors trims and timber frames. It finishes to a tough exterior finish and does not chip easily. The matt finish also easily attracts dirt for some reason, and a semi-gloss finish will save you from having to wipe the surface down all the time.
However, there are matt finish paint products if you really keen on it. My best advice is to look at the paint sample board at the store to give you an idea of the actual paint finish you'll be getting once you apply it to your TV cabinet.
