Shellac-based primer on top of water-based primer?

We are painting a laminate TV unit - we sanded the surface and have applied a base coat using water-based primer. The water-based primer seems to have adhered poorly and is scratching off in places. Would applying a shellac-based primer work if painted directly onto the water-based primer, or should we sand the water-based completely off first?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about painting your laminated TV unit.

Standard paint primer does not work on laminated surfaces. I suggest sanding all of the primer off and using Dulux 1L Renovation Range Primer. This primer is specifically designed to go onto laminated surfaces. For the top coat I suggest using Dulux 2L Renovation Range Cabinet Doors Satin White which meant to work with the Dulux Renovation Primer.
