What is the best quick set cement that is strong for moulds for candles and could someone please suggest a sealer to seal these moulds as they will be used to pour hot wax and later burning wax.

When it comes to craft projects like this, where cements and sealers are being used in ways they weren’t really designed for, it’s a bit tricky to give you a confident answer. You might actually be better off asking in a candle-making community, where people have experimented with similar projects and can share what’s worked for them.
You could potentially use something like a construction grout to make your moulds, as it’s strong and quick-setting. However, when it comes to sealing them, I’m not familiar with a product that's definitely suitable for the heat and conditions you'd get with pouring hot wax. You could try a standard concrete sealer, but whether it would hold up to the heat and wax, I honestly couldn't say for sure.
