How do I block a gap under the balcony divider?

I am looking to block a small gap under the glass balcony partition between my and my neighbours outdoor areas. We have a small puppy and don't want him climbing under. Ideally we want a temporary solution that doesn't include drilling as it is a rental. Any ideas on something sturdy?

I suggest having a look at our best advice - How do you close a balcony gap for pet safety? There are some excellent recommendations in the article on how to cover gaps. Would it be possible for you to post a few photos of the gap you are trying to cover? This will allow our members to assess its location. We can then make added recommendations on how to cover it.
