Is it possible to build something like this on a budget? It would be perfect for my pool area, but the Bunnings one is too pricey for me! The side with the legs would be up against a fence if that helps. The photo with wood colour is lovely but would probably make it a bit shorter!

I'm sorry to be the bearer of bad news, but I don't think it would be possible to D.I.Y. a cantilever pergola like this cheaply and easily.
Permanent structures like these pergolas will almost always require engineer-designed plans for submission to your local council for building approval.
The cost for an engineer to design and certify that design will add up quickly. When adding on the cost of materials and the additional time required to construct it, it will fairly quickly become more expensive.
My suggestion would be to either go with a premade kit or contact a building professional for their assistance if you are not happy with the kits.

With your limited budget I think your only option is a pergola something like this:
That would still require planning & building permits and you would need help from the team guys to obtain the engineering drawings.
Most of those gazebos come with Twinwal Polycarbonate Roofing and over time will disertragte.
Although available:
replacing the roofing is not a option because:
the bottom sheets are much wider than the standard 980mm.
I will be posting a project replacing that roof with standard poly roofing.
