How to build a low-level deck?
I am planning on building a low level deck approx 140mm off the ground 8m *4 m, I am planning to use h4 timber 90*45 joists 450 apart on adjustable deck posts over compacted roadbase. is there anything else i need to think about

You've certainly got the basics there. You'll also need to think about whether you'll be framing the boards and how that will affect your structure. I'd recommend you start by reading through this helpful guide: How to build a low level deck. You can also check out this guide on How to build a deck, as it's a similar construction to what you intend.
Bunning has their own series on how to build a deck, which will also be helpful.
Once you've drawn yourself a plan, showing spacing of supports (typically at 1000mm) our members will be able to provide further information.
