I'm sure our members will be keen to hear more about your project so they can assist with your question. The best place to start would be by reading through @Adam_W's article on How to build a low-level deck. Once you've got a basic idea of how decks are constructed, you can set about sketching out a plan for how you'll build the frame. You might like to show us some images of the deck's proposed location and let us know the dimensions and the height you have to build it within.
