Wanting to cover over exposed aggregate patio, is their a product out there that will cover straight over it, epoxy maybe?

If you would like to cover the Pebblecrete, you can use Megatreat's textured primer coat. You can then colour the primer with Megatreat's Liquid Sandstone (a few other colours are available). The textured primer coat is available through the Special Orders desk at your local Bunnings store.
