Any thoughts on how to make this look clean and tidy?

Welcome to the Bunnings Workshop community, we are glad to have you with us.
Step one would be removing the pallets, hose and any loose materials from the garden beds and sweeping any dirt back into them.
You can then remove the weeds from your garden beds. This can be done by hand using a pair of gardening gloves, or with the aid of a Weed Puller.
Once the weeds have been removed, you could add a layer of weed mat over the garden beds, cutting a hole to fit over any plants you are keeping.
You can then apply a layer of mulch around 100mm thick over the garden beds.
This will give you a nice clean starting point that is easy to maintain. If you wanted to add any new plants, you would simply move the mulch to the side, cut a hole in the weed mat and plant.

I would be following along the steps @JacobZ has mentioned, getting it back to a starting point is the best way to bring an area back to life. I would then also install some edging around the beds. Edging will show you a range of different types, I like the idea of recyled plastic edging as its flexible enough for round bends and also its made from recyled plastic. Make sur eyopu factor in the price for the made to fit pegs for the type of edges you go for. Ive used some for the edge of my pavers and its worked well.
Planting out, Id go for hardy styled plants that can take a life of not having to be looked after, Rosmary shrubs, lavender type deals will give nice scents and are hardy. Which means by the time your mulch breaks down and needs replacing/topping up they will be firmly establish and crowding out weeds all by themselves. Multiple plants I am talking about.
