My advice would be to remove a small amount of the soil, add a layer of road base, and compact it with a tamper. Check out How To Prepare And Lay a Base For Pavers for some guidance on foundation prep.

You can then lay your pavers on top using paving sand or mortar as a levelling material. Check out How To Lay Pavers for guidance on this step.
