Hi, I have recently moved into a new build and this is in my front lawn. I believe it is something to do with the sewer. Can I lower this to ground level? If so, how or do I need to get a plumber to do it?

I am reasonably confident that this is a sewer inspection point. I am not aware of any reason it couldn't be lowered to ground level, but I am also not a plumber. It would be best to check with a plumber first to see if it is possible.
Assuming it is possible, any alterations to your home's sewer system will need to be conducted by a licensed plumber.
