Wanting to remove a very old telephone cable from the outside of building. Can someone tell me if we can cut the cables and remove plate. Just checking there is no power involved with very old telephone wires.

While the risk of electrical shock from a low-voltage phone line is minimal, it is advisable to exercise an abundance of caution by consulting a licensed electrician or telecommunications professional for assistance with removing redundant telephone lines.

Yeah that doesn't look that great.
If you are in a self-contained house and you don't use the telephone wiring any longer, it probably could be removed.
However, if you are in a block of flats where someone might still be using this, bear in mind that some security systems and
medical alarms still use phone lines to communicate back to a monitoring point.
Telephone systems run on a 50 volt DC system, the current is quite low (certainly not a shock hazard), but you need to ascertain
that this system is no longer in use, before cutting the wiring.
