Our outdoor pergola needs a re paint.
gets full sun, wind, rain, everything nature has on offer.
I need to sand back and re paint.
what steps would you recommend?

You pretty much have the general idea sorted out. The surface has to be sanded back to wood, I recommend investing in an orbital sander such as the Ryobi 300W Random Orbital Sander ROS300-S. You can then fill in any damage to the surface, sand it down and then clean the surface with a broom and clean rag. You can then paint it with your choice of exterior paint. My best advice is to make sure to check the weather so that you know that you have a few days of sunshine.
