Generally speaking, when the damage to your steps is noticeable and it appears that it needs a full revamp, I suggest sanding the steps back to wood and restaining it. However, if you are not prepared to renovate your steps and only wish to do a cosmetic repair, I recommend looking at using Cabot's 250ml Merbau Water Based Deck And Exterior Timber Stain as a possible touch up to the damaged sections of your steps.
My best advice is to have a look at the stain samples in the paint department in order to see which stain is the closest to the stain on your steps. Please note that getting an exact match will not be possible.
