Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about revamping your tiles.
If you are after just a clean, I suggest using a pressure washer in combination with Glitz 5L Outdoor Cleaner Concentrate. Looking at your photo it appears that your tiles have a sealer that's been placed on top, hence the semi glossy finish on the surface. It looks like a paver with a very fine surface finish. If it is a paver, the sealer will need to be stripped off if you plan on painting the surface. But if it is a real ceramic tiled surface, it will not be possible to paint it. Your only other option is to retile the area with new tiles or build a low-level deck over the area on the condition that there is enough space to build one.
