I would like know if I can get a wood plank cut for size of 28*12 inch for my car to fix few amplifiers.

Was there a particular thickness of the board you were after? Did it need to be solid timber or would plywood/chipboard be suitable? We certainly offer a cutting service in most of our stores which can cut our panels to size for you. With boards, we are limited to docking them to length.
I presume you would like a wood plank around 70cm x 30cm. If you wanted solid timber they could cut a 300 x 18mm x 1.2m Pine Utility Panel down to those sizes. Alternatively, they could cut Trade Essentials 1200 x 450 x 12mm Particle Board Handyman Panel down to size.
