Hi,
I own a flat with a multicables installed on a wall. I have no idea what the cables are for.
I have attached photos of the cables.
I would appreciate for your input.

Looking at your pics (which I kinda wish we could follow the wire to its end spot) and not being able to see the end of the run its hard to tell at all.
Either lights, external somewhere (best guess)
Power to old shed?
Power to outside toilet for lights?
Roll a dice and see....
I would follow the cables with your eyes as far as you can, and see where they end up. I really wouldnt touch them as they look old and perished. They should at the very least be hanging from a fix wire cable. Even if they are communication cables (unlikely)

Just a friendly reminder that any electrical works (moving/relocating electrical cable) must be carried out by licensed electrician for safety and compliance.
As @Dave-1 said follow the cable and see where it leads to. If it needs to be made safe, I recommend engaging the services of an electrician.
