Why does paper stick to our concrete floor?

There were some tissues, wipes, napkins lying around on our concrete floor near garage for maybe few weeks/months so when we decided to pick them up, they were stuck on the floor like a sticker and we had to literally use force to unstick them and take them off the floor. Is it common for cloth, tissues, napkins or plastic to stick to concrete floor if left on the floor for ages? Does that mean our concrete floor is porous or is it due to the moisture, rain, etc? We noticed this happening few times before too. Please advise the logic. Thanks

If there were any type of moisture such as rain on the tissues then they would most certainly bind to the concrete. Concrete is porous and will absorb moisture into it. If a tissue is sitting on the surface and becomes soggy, it will then eventually dry and harden, adhering to the surface.

The adhesion to the concrete floor is likely due to a combination of factors, including the porosity of the floor, the composition of the items and moisture. It's not necessarily a sign there is an issue with your concrete floor, though you could seal it to prevent the same thing from happening in the future.
