Down pipe has detached from the ground pipe. As you can see the concrete slab has shifted. How do I fix this without drilling into the concrete? Please help.

A licensed plumber would be the right person to handle this.
In your case, a plumber would likely cut a short section of matching rectangular galvanised downpipe to bridge the gap. They’d rivet or screw it into place, then seal the joins with a weatherproof silicone or bitumen-based sealant to ensure it’s watertight. Yes, it can be a bit tricky to join sections of pipe so close together, @CGamage. Likely best to have a professional fix it and it shouldn't take them long.
