Hi, the handler of my window winder is broken like this. Is there anyway for me to fix them by myself or do I have to call someone specialised?

Welcome to the Bunnings Workshop community, it is fantastic to have you with us.
Unfortunately, as the handle has snapped, you wouldn't really be able to fix it, you would have to replace the handle.
Replacing the handle might be simple enough for you to do yourself, but we'd need to know what specific winder you have to be sure.
Can you identify a brand name or model number anywhere on the winder?
When we can identify the winder, you can order a replacement handle. If it is a Bunnings product, I would be happy to assist with this.
Identifying the winder will also help us locate a manual that should show how the handle attaches. There's a good chance access to replace the handle will be through the bottom of the winder unit, but we should check the manual first.
Let me know how you go identifying the model. I will assist further when you reply.

Unfortunately, I can't personally identify it, and an image search didn't return anything that looked similar.
I note there are some fixings on the underside of the winder that appear to hold a plate on.
Is it possible to take this plate off and see if there is a brand or model number on the back of this plate or inside the mechanism?

I'm sorry but I can't identify your window winder. It appears that you live in apartment building complex. Would you by any chance have a maintenance manager or building manager overlooking the properties maintenance? If you do, there is a high probability that they will be familiar with the parts and accessories of your window winder. If not, I can only suggest engaging the services of a professional to fix or replace your window winder.
