Does anyone have any suggestions of how I can get this off? It’s driving me crazy but I can’t get it to turn and budge

It looks like whoever installed the spindle, which is the rectangular metal piece you can see here, -

- filed down the spindle to fit in a hole that is smaller than it is intended to be used in. So, I am not really surprised it is stuck.
I am assuming you are looking to replace the handle and aren't too upset if it gets damaged in the process. Would that be correct?
If so, I'd pull the handle, so the spindle is held taut, then cut through it with a hacksaw or angle grinder.
If you were hoping to reuse the handle, then you would have to try and lubricate the spindle to get it out. Spraying some WD40 at the base of the spindle might help a bit. You could also use some multigrip pliers to get a better grip on the spindle and pull it out from the handle.
