I was wanting to know best method to fix / paint a burn mark on a laminate ledge / shelf without replacing the whole sheet.
The burn mark is from a tea light candle

Welcome to the Bunnings Workshop community. It's wonderful to have you join us, and thank you for sharing your question about fixing a burn mark on your laminate benchtop.
This burn mark is quite severe and will still be noticeable even with a cosmetic repair. I suggest trying this method, first get a Scotch-Brite 155 x 100mm Heavy Duty Scourer Pad - 6 Pack and soak it in dishwashing liquid. Vigorously scrub the burn mark until you notice that the scrubbing is no longer having any effect on the burn. It should reduce the darkness of the burn a great deal.
The next step is to use Flexovit 100mm x 1m 400 Grit Wet And Dry Sandpaper Roll. Carefully sand the burn mark in a back and forth direction. Don't be tempted to do it in a circular fashion, your objective is to remove more of the burn mark. However, please be aware that over sanding the burn mark will reveal the timber base of the laminate sheet. You want to reach the point where the burn mark is almost gone or barely noticeable but still retain the colour of the laminate top.
But what if the damage is more severe and the laminate has been totally burned off? I suggest going to the store's colour sample chart in the paint department and seeing which colour is the closest to your benchtop finish. Ask the paint specialist to mix you a few sample pots in the colours you've chosen. Use a UNi-PRO 4 Piece Foam Brush Set to paint the damage.

How bad is the damage to your benchtop? Would you be able to post a photo of what happened? Once our members see your bench top, they'll be able to assess its condition. We can then make recommendations on possible repair options.

-The ultimate fix is replacing the laminate sheeting but I havnt seen stocks of laminate any where these days.
- Replace the bench top there are a bunch of bench tops avaliable at bunnings to choose from. You need the similar sizes for starters.
Repair the laminate as best as possible
I would try scratching that black off and out back to what ever color is underneath the black burn mark. I might use butter knife as a scraper point downwards.I hope it will go white.
Plan B mix up some araldite any type and mix in a couple drops of acryilic white paint (with a whisker of yellow) so the mixed araldite looks white.
Fill the hole with white araldite and then cover the hole with clear sticky tape stretched across this will give a flatter shiny gloss finish hopefully level with the bench top height. and no sanding required.
If sanding required use 1200 gt wet and dry sand paper, Wet the sand paper with water and the bench top to and in small circles only on the repair spot sand back any lumps .
@EricL may know some more ready made purpose products on hand at bunnings to suit this purpose.

There is a bench top white or black repair kit I never used it as the cost of it I prefer replacing the actual top but that isnt everyones skill level as many factors are involved.

I suggest having a quick look at our best advice article - How to repair a damaged laminate benchtop? I also recommend having a look at this discussion - How to fix a burn mark on benchtop laminate? by @JamieK.
One other option is to cut the damaged portion of the laminate with a Stanley Knife and filling the damage with UNi-PRO 500g Multi Purpose Interior Filler - 500g. Your goal is to fill the damage to the same level as the benchtop. Once the filler cures, I suggest sanding it flat using a Rocket Sanding Sponge Kit - 10 Pack.
Once the surface is nice and flat, I suggest painting the surface with paint that is close to the colour of your benchtop. You'll need to touch up the paint from time to time as it will wear out due to daily use. Should the opportunity present itself, I propose replacing the benchtop with a new one.

I would start by gently trying to remove the discolouration using Scotch-Brite 155 x 100mm Heavy Duty Scourer Pads and dishwashing liquid such as Morning Fresh Lemon Dishwashing Liquid. Once you see that this is no longer having any effect on the discolouration, you might like to use Flexovit 100mm x 1m 400 Grit Wet And Dry Sandpaper in the same manner. Be careful not to rub too hard, you are simply trying to remove the discolouration, not the actual laminate coating.
Once you have removed as much of the discolouration as possible you can fill the areas where the laminate has burnt through with PC-11 56g White Epoxy Paste, which can then be sanded to a suitable finish and painted if required.

To effectively reduce burn marks on your laminate benchtop, start by using a Scotch-Brite 155 x 100mm Heavy Duty Scourer Pad and ordinary dishwashing soap. Apply the soap to the affected area and scrub with the pad in a straight, left-to-right motion. Avoid circular scrubbing, as this can further damage the surface.
Once you’ve cleaned the area to the best of your ability, consider enhancing the appearance by matching the benchtop’s colour. Visit your local store to find a colour sample that closely resembles your benchtop and purchase a small sample pot of the matching paint.
Using a fine brush, carefully apply the paint to the deeper burn marks. Water-based paint can be diluted for a subtler application; therefore, applying several light coats is preferable to one thick layer to avoid making the repair noticeable.
Although this method will significantly reduce the visibility of the damage, it’s important to note that replacing the laminate or the entire benchtop is the ideal solution for a permanent fix.
In the meantime, you can also camouflage the area by placing decorative items over it, such as a display piece, a potted plant, or an Urban 40cm Ripple Mango Wood Board Cutting/chopping Block - Natural/white. This approach provides a quick and aesthetically pleasing disguise for the burn marks.

Unfortunately, that burn looks to be too severe to carry out a cosmetic repair. You may have some success scrubbing the burn mark using some steel wool or an abrasive scourer, but it would be impossible to completely remove it as the colour in the laminate has been burnt away.
I'm sorry to say that the only fix I can offer that would give you a good result is to replace the benchtop.

I'd suggest having a read of @MitchellMc's advice on How to repair burnt kitchen benchtop?
As he has said, unfortunately, there is not a great deal you can do to repair this kind of thing and it would be extremely difficult to match the vinyl exactly. If you could find the manufacturer of the benchtop, you may be able to colour-match it to one of their products.
The best cosmetic repair I can offer is to cut out and remove the burnt sections using a utility knife. Once removed, fill the voids with PC-11 56g White Epoxy Paste. Allow the epoxy to fully dry and then do your best to paint the patch to match.
Unfortunately, due to the speckled colour pattern, it is not possible to simply use one colour of paint. I'd suggest heading to your local store and grabbing a handful of colour cards to take home and compare.
Once you've selected some colours that you think will work, get the team at the Paint Desk to mix you up some sample pots and grab some touch-up brushes so you can do your best to replicate the pattern.

You'll find many previous discussions on the subject that you might like to read through; there's plenty of advice and solutions from our members.
Since there is no way to restore the look of this area, you typically are limited to options like painting the benchtop. It thats the case is there any material I can purchase from bunnings to try removing the burn mark ?
If you take a look underneath it @Shivanir, if it has exposed timber particle board, then it's likely laminated.
If it's natural or reconstituted stone, you might like to try Hillmark 375ml Stone Kleen And Protect Marble Granite Cleaner to see if it can help lift the marks.

After numerous attempt including using baking soda, toothpaste, scrubbing and sanding , it looks a lot lighter but still not completely removed and leaves some whitish 'scratch' on top, what should I do?

It's wonderful to have you join us, and many thanks for your question about repairing a benchtop.It appears you've done a great job at diminishing the appearance of the burn mark. It looks like the mark penetrated quite deeply into the benchtop surface. You've removed the top layer of the benchtop through sanding, which has taken out the majority of the mark, but it continues deeper into the surface. Removing the rest of the mark might not be possible due to the depth. You could look at polishing the surface, which would hopefully remove the scratch marks from the sanding. Also, if you've used, say, 600-grit, you can continue up the grits to 1200 or more to remove scratches from the more coarse grits.
Be advised that if this is a manufactured stone benchtop, you should not be sanding it as it contains silica, which can lead to serious health issues such as silicosis. If it is a manufactured stone benchtop or laminate, I recommend you enlist a professional to see if any further steps could be taken to remove the rest of the mark.Please let me know if you have any questions.Mitchell
