How to repair scuffed paint on wooden kick boards?

Hi! I have lots of what looks like damaged paint that has been painted over leaving a messy uneven texture on the bottom of my skirting boards (see photos). What is the best way to repair this as it’s through my old 1930s house and I would prefer not to strip back to bare wood if possible before I repaint them?

Looking at the pictures you posted it seems that the former owner tried to repair the skirting board but neglected to sand the damage. The uneven surface of the paint on the skirting board produces this kind of finish.

In order to repair it, the uneven parts must be sanded down. I recommend using 240 grit sandpaper in combination with a Paint Partner Cork Sanding Block. To prevent that patched repair look, I recommend repainting the entire skirting board.
