How to loosen tap spindles?

I am trying to replace tap washers on a basin tap and bath tap - both early 1980's vintage I estimate.

However I can't loosen the tap spindles despite several attempts trying with multi grip pliers and spraying with Inox.  Is it worth trying  WD40 or does it have the same action as the Inox?
