At 16mm, that's outside the capacity of handy drilling sharpeners like the Multi-Sharp Drill Bit Sharpener. If you are confident using a bench grinder, you could sharpen it that way, or you'd likely need to look at having it professionally restored.

I put on my filthiest 'tramp' clothes and approached two guys in a local engineering workshop with my poor old geezer aura.
They took pity on me and resharpened the drill - no charge! 😁
I'll bring a cake next time.
