Unfortunately, due to the types of plastics typically used in petrol fuel tanks, I’m not aware of a filler or adhesive that will reliably bond and hold long-term. Fuel can prevent many sealants from curing properly and can also break down repairs over time, so even if something appears to work initially, it often fails again.
My recommendation would be to see if the fuel tank is still available as a spare part and have it replaced. Most lawn mower repairers should be able to source and install the correct tank for you.
