My side door gate broken ( welding joint broken) frame is 1.5 inch metal. Planing to hinges fix with screws.
Which hinges and screws best.
I am uploading pictures.
Could you please advise me.

I suggest a three-step process, first is to remove both hinges by removing the screws holding the hinges in place. If the hinges are tack welded in place, I recommend using a grinder with a steel grinding disc attached. Once the hinges are removed, I suggest sanding the rusted areas near the hinges until they are clean. I then recommend using the White Knight Rust Guard System. Apply the https://www.bunnings.com.au/white-knight-rust-guard-125ml-rust-converter_p0163911 , once the rust converter is dry you can then follow it with the https://www.bunnings.com.au/white-knight-rust-guard-300g-grey-rust-guard-quick-dry-sls-etch-primer-spray-paint_p1565449 and when the primer cures you can then seal it with the https://www.bunnings.com.au/white-knight-rust-guard-310g-black-gloss-epoxy-enamel-spray-paint_p1561869 .
When the topcoat totally cures mark your gate for the new hinges. For the second step, I suggest using https://www.bunnings.com.au/pinnacle-16mm-galvanised-lh-double-butt-security-gate-hinge_p4150137 which is similar to your current hinges. Please make sure to measure the hinges width to make sure they fit your gate or you can bring your old hinges to the store and compare it to the ones available at the store.
The third step is to put your gate into position and hold it in place using clamps and ratchet straps. Once the gate is in place drill pilot holes for the screws for ease of installation. I suggest using https://www.bunnings.com.au/buildex-12g-x-25mm-class-4-cladding-fencing-teks-screws-with-seal-50-pack_p0920255 to anchor the new hinges to the gate.
Should you decide to repaint the entire gate, I propose using the paint can version of the White Knight rust guard system.

I really cant add to @EricL 's suggested way of replacing the hinges. Its the same steps I would take. If you know how the existing hinges cracked (wind, swinging on them) maybe you could add some sort of stopper to the fence so it softens the impact of it swinging open or add a solid rubber wheel to the gate to carry any loads.

Metal work is not my forte, so, I'll call on my brains trust here @Noyade to proof-read the following; The hinges are welded on so, you will need to use an angle grinder with a metal cutting disc to carefully cut the bottom hinge where it's split and obviously wear appropriate PPE.
The use a metal grinding disc to take the bulk of the remaining sections of hinge and welding back almost to the gate and post. Then finish to complete cleaning the surface by going over lightly with an 80G flap wheel. I would use the same flap wheel lightly over all the areas of exposed gate steel where you see corrosion. I believe you now need a set of right-hand gate hinges, and I would recommend the weld to gate side version. It does mean taking the gate and hinges to a local engineering company to weld the hinges on. I prefer this method for added strength and longevity.
