I gave had a Hoselink hose reel mounted on a Hebel wall but it has pulled off the wall. I need to repair the holes, then consider if and how to remount the hose reel.

You can both fill the holes and repair the render with this https://www.bunnings.com.au/polyfilla-500g-exterior-brick-and-render-masonry_p1210565?srsltid=AfmBOor1Rl86j1Ln6hh2AEHCvA6ecNIJXZpKm-yMYtPS749UJvX0zAZp . This should be done in two stages to ensure that the filler is able to dry properly.
Start by cleaning out the holes and removing any of the adhesive from atop the render. The render will be patched, so if this means chipping off some of the render, then so be it. You can use a hammer and a cheap chisel to do this.
Once tidied up, fill the holes with the filler, ensuring you press it into the holes until they are full, then allow it to dry for at least 3 hours.
When it has dried, you can then use a https://www.bunnings.com.au/100mm-sharp-edge-paint-scraper_p1670156 to apply the filler in line with the render, then allow it to dry for a further 3 hours before tidying up and painting with an exterior paint.
