I tried twice to re- fix ( install ) towel rail in gyprock wall but it fails. i tried different anchores but its came out even with a light weight like a towel

When you tried to reinstall the towel rail, did you do so in the same position?
If so, then this is likely why it has failed. When gyprock fails, the gypsum core around that location fractures and loses the limited strength that it had before.
Unfortunately, if you wanted to install the towel rail in the same place, then you would have to cut out a section of plasterboard and install a new piece of plasterboard, then tape and seal the joins.

The alternative to this is to simply move the towel rail over by around 100mm so the anchors are positioned in plasterboard that is not fractured and then patch the small holes.

Once moved over, or the plasterboard has been replaced, I'd suggest using these https://www.bunnings.com.au/gripit-25mm-blue-plasterboard-fixing-4-pack_p2260686 which are capable of supporting up to 60kg in undamaged plasterboard.

To my eyes Ajay - the plug has a zig-zag fracture. I'm wondering if the screw you used was too large in gauge and possibly the plug was 'spinning' in the gyprock? If you remove the plug, what diameter hole is left? The butterfly style fastener Jacob recommended looks interesting!
