what can I plant in these 2 half wine barrels to get some coverage of the back fence?

As this looks like a nice sunny spot beside the pool, with the metal fence potentially reflecting quite a bit of additional heat, I'd be looking for tough, sun-loving plants that are also happy growing long-term with their roots a little bit restricted by the wine barrel planters.
A few options I'd consider are Callistemons, Grevilleas and Westringia. All should cope reasonably well with the sunny, hot conditions while providing an attractive individual feature plant in each barrel.
Just check the specific varieties in your local nursery have the height listed as in the 2-3m range as different varieties can vary considerably. If they are listed as growing to around 2-3m they should get good coverage, without being too big for the pots. With some pruning and good care, they can be shaped to fit your requirements.

It looks like you have a salt water pool? If so then I would add to the possible plant choices of ones that are salt tolerant. Too many splashes will certainly effect the soil in the pots.
I dont have any plants that come to mind that will grow fast enough to create a cover over the metal/concrete surfaces you have. I would suggest to maybe shade the metal until the plants have grown large enough to create shade over the fence so they dont burn.
As to the type of plants, Grevilia's that @JacobZ has mentioned are very hardy and do well in tight constrained areas.

Thanks @JacobZ, I think some type of Callistemons could work, given it grows large enough. Hi @Dave-1, thanks for the reply. There is a decent amount of space between the pots and the colorbond fence. I have some star jasmine on the other side of the house growing on the same type of fence and it is well established, granted that side doesn't see as much sun, but this is in SEQ (Moreton Bay region) so we get a lot of wind and the fence doesn't actually get that hot. ATM I'm tossing up between Callistemons and star jasmine on a trellis, but of course open to more ideas
