What can we put in the gap between the edge of the deck and the fence. Do I need to dig the dirt out and make a gap underneath the deck joist to allow for water to drain?

Welcome to the Bunnings Workshop community, it is wonderful to have you with us.
Having soil built up against either the deck or fence is not ideal because it traps moisture against the timber, reducing airflow and significantly speeding up decay over time. It can also make it harder for water to drain away after rain.
I'd dig the soil down so it's below the level of the deck framing to create a gap for both drainage and ventilation. Once you've done that, you could lay some weed mat, add a few low-maintenance plants, and finish with mulch or decorative stones to keep it looking tidy. Just be sure to keep things clear of the deck and fence so it isn't holding moisture against the timber. You can add a bit of garden edging to both sides of the space to help keep the mulch or stones in place, which will keep it looking neat and tidy for longer.

Keeping the soil off the timber of the deck and the base of the fence is a good idea, the dampness will shorten the lifespan of the timber substantially if left buried. I dont know if I would use garden edging on it or just dig out and plant some low, maintenance style plants. Maybe ferns or something soft. As to drainage, have you noticed water buildup near or under the deck?

I can see @JacobZ & @Dave-1 have provided some great advice to help with the longevity of your deck and fence.
When I first looked at the image I thought I'd build a planter box that is lined on the inside as thats what I plan to do when I build my deck but unsure if this would affect longevity of the deck and the fence.
