Cheap and nasty
Drill small holes around the edge of where your 32mm hole would be and break the plug out then file/grind it to size.
I have a set of holesaws that miss 32mm that will work with metal and a TCT set that has 32mm but isn't made for metal and some step drills, I would go with a step drill as they tend to be neater finish that a holesaw. I have done the drill and file method more than 23 years ago.
