hi, how do I repair skirting board from puppy chewing it? Tried a putty but too spongy

Remove the 'putty'
give the area a good sanding.
And try building up Builder's Bog to create a new corner/edge.
Sand and paint.

It's great that you've received excellent advice from @Noyade. I totally agree with his recommendation as builder's bog dries to a hard finish. If you have a young pup, I suggest getting a chew toy to relieve your dog's toothing issues.
