We have this timber fence outside a pool fence. Due to compliance, these rails will be considered climbable.
I could attach some palings to the rails, but I wonder if there's a better way to "hide" away the exposed rails.

Unfortunately, I am not aware of any other solution that is compliant nationwide than covering the rails entirely with palings.
As pool fencing is regulated at a state and territory level, a solution that is deemed acceptable in Western Australia might not be acceptable in Victoria, so you must confirm the suitability of your plans with a local pool compliance inspector. It might be worth giving a local inspector a call and seeing if they have a different solution that they have seen used and is deemed acceptable.
